It is the direct opposite of the downward semicircle hieroglyph that means positive charge or anode.
An anion (-) is from the Greek word meaning "up", and is an ion with more electrons than protons, giving it a net negative charge, like electron.
For this reason the upward semicircle means Negative Charge or Cathode.
