Gravity is an attractive force in the Universe. When two electrically charged planets, surrounded by a plasma sheath come close enough to see each other electrostatically, the double layer penterates the plasmasphere surrounding the planet, then electrical interactions (current discharges) can and will occur. Thus, if any other body such as a large meteor (or asteroid, comet, etc.) should come close enough to penetrate a celestial bodies plasma sheath due to gravity, violent electric discharges would occur between the two bodies creating surface scars.
